these were only ebullitions in private letters and did not indicate

any propaganda. I intimated that the expressions he had used in the letter to his father were not consonant with his position as Acting Consul of a neutral and friendly Power and justified the search which I had with regret ordered.

Mr. Cavero explained at very great length in the French language his relations on behalf of the Peruvian Govern- -ment when in Berlin with the Deutsch Asiatische Bank and the fact that he personally had an overdraft with that Bank. He knew that the Deutsch Asiatische Bank in Hongkong was in liquidation and was under the impression that it would not be possible for him to address the Deutsch Asiatische Bank in Canton from this Colony. Hence the suggestion in the Lima Bank's letter of an accommodation

address.

I intimated to Mr. Cavero that I accepted his

explanation. The interview then terminated,

On the following day Mr. Layseca applied for a pass to leave the Colony for Manila on the 3rd. of August which request was granted.
